Role: The Learning Management System (LMS) Implementation Lead will oversee the migration of a legacy LMS to a new LMS for the US Federal Agency. —The role requires a blend of technical leadership, compliance awareness, and cross-functional coordination. Duties:

  • Technical Solution Design
  • Define the technical architecture for the target LMS implementation, including hosting, integrations, and security.
  • Design the data migration strategy, including mapping legacy content, user data, learning history, and metadata to new LMS structures.
  • Contribute to the design and architecture of software and infrastructure to ensure the project meets goals. Clearly articulate and present the implications of design/architectural decisions, issues, and plans to leadership.
  • Review the solution, in the implementation and post deployment phases, to validate that the final solution matches the original approved design and architecture.
  • Ensure the solution aligns with Agency IT policies, FISMA, and FedRAMP requirements.
  • Content Migration Oversight
  • * Lead the analysis and classification of legacy content (SCORM, AICC, xAPI, videos, assessments).
  • Define and validate content packaging standards for target LMS compatibility.
  • Oversee the bulk upload and validation of learning content and associated metadata.
  • Integration Management - Design and oversee integrations with:
  • HR systems (e.g., USA Staffing, NFC)
  • Identity and access management (e.g., Active Directory, PIV/CAC)
  • Reporting and analytics platforms
  • Ensure secure API usage and data exchange protocols.
  • Quality Assurance & Validation
  • Define and enforce technical validation criteria for migrated content and data.
  • Support automated and manual testing of content playback, tracking, and completion logic.
  • Ensure accessibility compliance (e.g., Section 508) for all learning content.
  • Security & Compliance
  • Ensure the LMS environment meets Agency cybersecurity standards and data protection policies.
  • Collaborate with security teams to conduct vulnerability assessments and penetration testing.
  • Support audit readiness by documenting technical decisions and maintaining traceability.
  • Technical Leadership & Collaboration
  • Serve as the technical point of contact for internal teams, vendors, and implementation partners.
  • Provide technical guidance to developers, system admins, and content teams.
  • Participate in Agile ceremonies (e.g., sprint planning, reviews) to align technical deliverables with business priorities.
  • Documentation & Knowledge Transfer
  • Create and maintain technical documentation, including architecture diagrams, data dictionaries, and integration specs.
  • Support training and handover to the Agency’s internal IT and LMS support teams.
  • Participate in the requirements gathering sessions to understand business needs and provide inputs to the technical requirements.
  • Develop reusable patterns and encourage innovation that will enable team velocity.

Education:

  • Bachelor’s degree required in the field of computer science or equivalent. Master’s degree a plus.

Required Skills:

  • 2 + years of experience implementing enterprise LMS solutions with integrations.
  • Experience across many of the following areas (listed in priority): Digital Transformation & Application Modernization, Cloud Architecture, Enterprise Architecture, COTS, Data Model, Agile development.
  • Strong working knowledge of Enterprise Software Design Patterns & Cloud Software Architecture

Preferred Skills:

  • Works on significant and unique issues where analysis of situations or data requires an evaluation of intangibles.
  • Consistently works on complex assignments requiring independent action and a high degree of initiative to resolve issues.
  • Exercises independent judgment in methods, techniques, and evaluation criteria for obtaining results.
  • Demonstrated ability to build trusted advisor relationships with clients.
  • Knowledge of emerging trends may contribute to and influence best practices within the discipline.
  • Great oral and written communications
