The Office of the Compliance Advisor Ombudsman (CAO) is looking for a Conflict Resolution Specialist to join its Dispute Resolution Team from Headquarters. The CAO’s mandate is to assist the International Finance Corporation (IFC) and the Multilateral Investment Guarantee Agency (MIGA)—the private sector lending and insurance arms of the World Bank Group—to address complaints from people affected by business activities in a manner that is fair, objective, and constructive and to enhance the E&S outcomes of activities in which these institutions play a role. A major focus of CAO is to facilitate access to remedy for project-affected people. CAO’s Dispute Resolution Function resolves issues raised by complainants about the environmental and/or social impacts of IFC and/or MIGA financed investments. The dispute resolution process is a neutral, collaborative, problem-solving approach with the goal of contributing to improved outcomes on the ground. MIGA promotes cross-border investment in developing countries by providing investors and lenders guarantees (political risk insurance and credit enhancement). The role: Working under the direction of the Head of Dispute Resolution, and in collaboration with other Analysis and Specialists, you will support the resolution of conflicts related to the environmental and social impact of IFC projects in accordance with the IFC/MIGA Independent Accountability Mechanism (CAO) Policy. Duties & Responsibilities • Assess the viability of dispute resolution as a means of achieving a remedy for project-affected people. The assessment process involves researching and assessing the context and subtleties of requests, mapping stakeholders key to the successful resolution of the conflicts, and identifying the main issues to be addressed, specific dynamics and trends, including risks of threats and reprisals. • Consider problems from different perspectives and expand on the thinking/solutions proposed by others. Effectively facilitate and co-mediate meetings to achieve dispute resolution goals. Identify and understand hidden agendas and barriers to effective problem-solving, while responding appropriately to diverse emotions, conducts, cultural standards, and temperaments. • Monitor the implementation of agreements reached by the parties of a dispute resolution process. Manage communications related to cases, including report writing. • Manage case budgets, selection and appointment of local mediators, interpreters and other consultants required for case management. • Build productive and mutually beneficial relationships and networks internally and externally to identify collaboration opportunities and resolve issues. Engage others in open dialogue, address conflicting viewpoints, communicate complex information and give credit where appropriate. • Demonstrate strong analytical, quantitative, and risk management skills. Independently and proactively analyze problems, and determine appropriate analytical approaches based on experience. Draft conceptual frameworks to guide analysis. Conduct quality reviews of analysis performed by others, including consultants, and package results for relevant stakeholders. • Draft, revise, and edit various DR documents, ensuring clear and concise written communication. Deliver effective presentations to communicate CAO's work to diverse audiences within and outside the World Bank Group. Make recommendations on how to structure communication. • Perform quality control on own work and that of others to ensure accuracy, organization, and coherence within broader deliverables. • Perform ad hoc tasks as assigned by the CAO DR mandate. Selection Criteria • Advanced degree (Master’s or equivalent experience) in a relevant field, such as conflict management, law, social sciences, environment, or psychology • Minimum of 6-7 years of mediation and dialogue facilitation experience required. Experience managing Environmental and Social issues if desirable. • Fluency in English. • Good listening skills and experience working in a culturally sensitive environment. • Demonstrated mediation experience required. Experience working in a developing country context and in multicultural environments, building relationships with local and international teams. • Clear communication and strong interpersonal skills to interact with effectively with case parties and stakeholders, responding to their requests and inquiries. • Organizational and project management skills. • Research and Data analysis skills. • Experience in managing human and financial resources. • Problem solver and results-oriented. • Ability to work independently and take initiative while seeking guidance, when necessary, from senior team members.
