POSITION SUMMARY: The Payroll Compliance Analyst II manages the calculation, analysis, and reporting of payroll, union benefits, and prevailing wage activities, ensuring accurate, timely, and compliant processing across complex regulatory and collective bargaining environments. The incumbent interprets and applies collective bargaining agreements and prevailing wage requirements, performs audits and reconciliations of payroll data and deductions, and resolves discrepancies related to wage rates, classifications, and benefits. The Payroll Compliance Analyst II oversees preparation and submission of required reporting, supports audit readiness through thorough documentation, and contributes to process improvements, compliance monitoring, and knowledge sharing within the team. The incumbent collaborates closely with HR, Finance, HRIS, payroll teams, field leadership, and external partners to validate data, address issues, and drive operational efficiency, accuracy, and compliance. PRINCIPAL RESPONSIBILITIES: Analyzes, processes, and reconciles payroll data to ensure accuracy, completeness, and regulatory compliance, while meeting contracted deadlines to avoid late fees and penalties. Reviews and interprets contract information to ensure clear understanding of compliance requirements and deadlines. Identify, investigate, and resolve complex payroll discrepancies . Prepare, review, and submit complex payroll reports in accordance with federal, state, and contractual requirements. Maintain comprehensive, audit-ready documentation and support internal and external audits, inspections, and compliance reviews. Serve as a subject matter resource for compliance, providing guidance, support, and issue resolution to team members and stakeholders. Collaborate closely with HR Management, Business Unit Finance Staff, HRIS, Field Management, Third Party Representatives to answer any questions related to compliance reporting and requirements. Performs other job-related duties as assigned including setting up and testing union benefit pay codes for accurate configuration within Workday. Contribute to the development and improvement of processes, controls, and best practices to enhance compliance effectiveness and operational efficiency. Support training and knowledge-sharing efforts to promote consistent application of compliance requirements across the team. Utilizes advanced Excel skills—including PivotTables, VLOOKUP/XLOOKUP, and data queries—to review, reconcile, and validate payroll data. Performs other job-related duties as assigned or apparent. QUALIFICATIONS: Understanding of contract language and interpretation. Experience in payroll processing, preferably with exposure to prevailing wage, government or union contracts. Experience with payroll software (e.g., Workday). Ability to work independently with little or no supervision. Excellent attention to detail, with the ability to handle large datasets and identify discrepancies. Strong organizational, communication and customer service skills. Ability to manage multiple tasks and meet deadlines in a fast-paced environment. Problem solving skills and the ability to work independently with little supervision. Advance level of Excel with emphasis on pivot tables, v/x look up, data queries. MINIMUM REQUIREMENTS: 2 - 4 years of payroll experience executing and supporting union payroll programs and processes with multi-state operations, compliance knowledge, and experience within a major payroll system (e.g., Workday, ADP, etc.). Pay for this role is $62,100 - $85,350 depending on experience. Republic Services is not eligible to provide sponsorship for this position.
