Agile Portfolio Manager – Healthcare & Federal Programs

Our client is seeking an experienced Agile Portfolio Manager with strong healthcare and federal program experience . Federal experience is required. This role will lead portfolio-level planning, governance, execution visibility, dependency management, and Agile delivery alignment across complex healthcare technology and business initiatives within a federal or federally regulated environment. The Agile Portfolio Manager will work closely with federal agency stakeholders, healthcare business leaders, product owners, technology teams, PMOs, vendors, compliance teams, and executive leadership to ensure initiatives are prioritized, tracked, funded, and delivered in alignment with mission, regulatory, operational, and compliance objectives.
Required Qualifications
- 8+ years of experience in portfolio management, program management, Agile delivery, product operations, PMO leadership, or technology delivery.
- Federal government program experience is required.
- Strong experience in the healthcare industry, including CMS, Medicare, Medicaid, payer, provider, health plan, claims, clinical operations, public health, member services, healthcare data, or healthcare technology environments.
- Experience managing portfolios across multiple Agile teams, programs, releases, or value streams.
- Strong understanding of Agile frameworks such as Scrum, Kanban, SAFe, Lean Portfolio Management, or Agile at scale.
- Experience with roadmap planning, portfolio governance, prioritization, dependency management, risk management, capacity planning, and executive reporting.
- Experience working with federal contractors, system integrators, vendors, agency stakeholders, PMOs, and cross-functional delivery teams.
- Strong understanding of regulated delivery environments, including healthcare privacy, security, compliance, and federal reporting expectations.
- Strong communication, facilitation, leadership, stakeholder management, and executive presentation skills.
Preferred Qualifications
- Experience supporting federal healthcare agencies or programs such as CMS, HHS, VA, DHA, CDC, NIH, FDA, or state/federal Medicaid and Medicare programs.
- Experience with HIPAA, PHI, CMS, FISMA, FedRAMP, NIST, Section 508, or other federal compliance frameworks.
- Experience supporting healthcare transformation initiatives such as claims modernization, MMIS, Medicare/Medicaid systems, digital health platforms, care management, provider network systems, member experience, interoperability, healthcare data platforms, cloud modernization, or public health programs.
- Experience with SAFe Lean Portfolio Management or Agile transformation initiatives.
- Experience working with vendors, system integrators, offshore teams, federal contractors, or managed services providers.
- Certifications such as SAFe LPM, SAFe Agilist, PMP, PMI-ACP, CSM, CSPO, PgMP, or Agile coaching certifications.
