Environmental Policy & Compliance Analyst

About the position The Environmental Policy & Compliance Analyst is responsible for analyzing the resource areas included in a National Environmental Policy Act (NEPA) report. This includes performing research and technical analyses for resource areas such as, but not limited to, land use, water resources, air resources, and socioeconomics. The Analyst position is responsible for documentation of each of the resource areas in environmental deliverables to the lead agency performing the NEPA analysis. This position also supports providing technical work for State and local compliance requirements as needed.

Responsibilities

  • Research, analyze, and interpret Federal environmental laws, regulations, and guidance
  • Evaluate the policy implications of proposed legislation, regulations, and agency actions
  • Draft and revise Environmental Reports for NEPA and briefing materials
  • Support development of internal environmental technical processes and compliance frameworks
  • Track regulatory changes and assess risk, compliance gaps, and operational impacts
  • Assist with environmental permitting processes (air, water, waste, land use, etc.)
  • Support compliance with NEPA, NHPA, Clean Air Act, Clean Water Act, and the Endangered Species Act
  • Interface with regulatory agencies (e.g., NRC, DOE) to clarify requirements and respond to inquiries
  • Review technical studies and consultant reports for accuracy and policy alignment
  • Incorporate technical studies into NEPA documentation
  • Prepare materials and lead meetings with regulators
  • Maintain organized records of regulatory correspondence
  • Monitor emerging trends in environmental policy
  • Support audits, inspections, and internal reviews as needed

Requirements

  • Bachelor’s, Master’s or Ph.D in Environmental Policy, Environmental Science, Environmental Studies, Natural Resources, Public Policy, Sustainability, or a closely related field or an equivalent combination of education and relevant experience
  • Has a working knowledge of environmental laws and regulations (Federal, State, and local)
  • Is able to interpret statutes, rules, permits, and guidance documents and assess complex regulatory requirements
  • Is able to evaluate likelihood and severity of different regulatory strategies
  • Understands NRC and DOE regulatory processes and agency roles
  • Aware of how policy changes affect compliance obligations and operations
  • Familiar with NEPA documentation
  • Is able to analyze environmental and compliance data
  • Is able to review and evaluate technical studies and consultant reports
  • Is able to write clear, accurate technical and regulatory documents
  • Communicate effectively with regulators, consultants, and internal stakeholders
  • Is able to manage multiple priorities
  • Detail oriented and able to spot inconsistencies or errors in compliance materials
