About the position The Vermont Public Service Department (PSD) is seeking an experienced Energy & Utilities Analyst to support the State’s advocacy and policy work in electric utility regulation, ratemaking, and power supply. This role is ideal for an analyst who can step into utility rate cases and regulatory proceedings immediately, without requiring extensive onboarding in energy ratemaking or utility regulation. The successful candidate will bring strong quantitative and financial analysis skills, advanced proficiency in Microsoft Excel, and hands-on experience working for, with, or regulating electric utilities, particularly in power supply, rate design, or demand-side energy analysis. As part of the PSD Planning Division, the Analyst will support Vermont’s energy policy development and implementation by analyzing utility filings, evaluating economic impacts, and providing expert analysis before the Public Utility Commission and the Legislature. The Department serves as the State’s advocate on behalf of the public in electric, efficiency, thermal energy, and telecommunications matters and plays a central role in advancing the Comprehensive Energy Plan. The Analyst will work across a broad portfolio that includes utility rate design and ratemaking, economic and environmental impact modeling, power supply and distributed energy resource policy, state and regional energy planning, and legislative support. Ideal candidates will have demonstrated experience in economic analysis, financial modeling, and regulatory analysis related to electric utilities or energy markets, along with strong written and verbal communication skills. Advanced Excel skills are essential, as most utility filings and regulatory analyses rely on transparent, spreadsheet-based models. Experience with additional data management or analytics tools is a plus. The Department is located in walkable downtown Montpelier and is accessible by public transit, with opportunities for telework and hybrid work arrangements within the Governor’s return to office guidelines. Although the full salary range for this position is provided, new hires are typically made at the salary range minimum. Candidates should live within a reasonable commute to Montpelier, VT. This position is classified as a Utilities Economic Analyst III by the Department of Human Resources.

Responsibilities

  • Analyzing and evaluating utility rate cases, tariff filings, Integrated Resource Plans, and other regulatory filings before the Vermont Public Utility Commission
  • Developing and reviewing quantitative economic models, forecasts, and cost-benefit analyses related to energy policy and utility costs
  • Evaluating rate structures and rate design using industry best practices and Vermont-specific considerations
  • Assembling, analyzing, and presenting large utility and energy-sector datasets, primarily in Excel
  • Conducting energy planning studies and producing analytical reports on policy development and implementation
  • Writing clear, defensible reports and providing expert testimony to the Public Utility Commission and the Vermont General Assembly
  • Collaborating with electric utilities, developers, state and regional agencies, municipalities, and other energy-sector stakeholders

Requirements

  • Master's degree AND three (3) or more years of professional experience working in the field of economic or energy planning and analysis.
  • Bachelor's degree AND four (4) or more years of professional experience working in the field of economic or energy planning and analysis.
  • demonstrated experience in economic analysis, financial modeling, and regulatory analysis related to electric utilities or energy markets
  • strong written and verbal communication skills
  • Advanced Excel skills are essential, as most utility filings and regulatory analyses rely on transparent, spreadsheet-based models.
