Job Description: The Rules Team Lead / Business Analyst will be responsible for leading requirements analysis and business analysis activities supporting rules-driven eligibility and enrollment systems. This role focuses on eliciting and validating business and policy requirements, analyzing processes, and translating stakeholder needs into clear user stories and acceptance criteria. The candidate will work closely with policy stakeholders, product owners, and technical teams to ensure requirements align with modernization, sustainment, and integration goals. This is a business analysis role and does not require writing code, though familiarity with the underlying technical ecosystem is beneficial. Requirements:

  • U.S Citizenship required.
  • Must be able to obtain and maintain a Public Trust clearance
  • This position is remote but may require occasional onsite meetings in McLean, VA.
  • You can be based out of following states: AZ, DC, FL, GA, OH, ME, MD, SC, TX, UT, VA, NC, OK, WV.

Qualifications and Experience:

  • Bachelor's Degree in Business, Public Policy, Information Systems, Computer Science, or a related field.
  • At least 4 years of experience in business analysis, requirements analysis, or a related role.
  • Strong experience conducting requirements elicitation, process analysis, and stakeholder interviews.
  • Proven ability to write high-quality user stories and acceptance criteria.
  • Strong analytical, organizational, and problem-solving skills.
  • Excellent written and verbal communication skills.
  • Ability to work independently and manage multiple priorities.

Preferred Qualifications:

  • Experience serving as a lead or senior business analyst on complex programs.
  • Experience in a government contracting or public-sector environment.
  • Familiarity with rules engines, eligibility systems, or policy-driven decision systems.
  • General familiarity with modern enterprise technology stacks (e.g., APIs, databases, event-driven systems) to support effective collaboration with technical teams.
  • Experience supporting system modernization, sustainment, or integration initiatives.

Responsibilities

Requirements Elicitation and Analysis:

  • Conduct requirements elicitation sessions with business users, policy stakeholders, and program leadership.
  • Analyze current-state and future-state processes related to rules processing, eligibility, and enrollment.

User Story and Acceptance Criteria Development:

  • Develop clear, well-defined user stories and detailed acceptance criteria to support implementation and testing.
  • Ensure requirements are unambiguous, testable, and traceable to business and policy intent.

Stakeholder Collaboration and Validation:

  • Work closely with stakeholders to validate requirements, confirm assumptions, and resolve gaps.
  • Facilitate reviews and walkthroughs to ensure shared understanding across business and technical teams.

Rules and Policy Alignment:

  • Support translation of statutes, regulations, and policy guidance into business requirements.
  • Ensure alignment of rules-related requirements with modernization, sustainment, and integration objectives.

Process Documentation and Analysis:

  • Document workflows, decision points, and dependencies supporting rules execution and eligibility outcomes.
  • Maintain clear documentation to support traceability, audits, and future enhancements.

Requirements

Governance and Traceability:

  • Manage requirements throughout the lifecycle, ensuring version control and traceability.
  • Assess impacts of requirement changes across systems, releases, and integrations.

Leadership and Coordination:

  • Provide day-to-day leadership and coordination for the rules business analysis function.
  • Support prioritization, backlog refinement, and alignment across multiple workstreams.
