Justice Reinvestment Program Manager, Operations & Policy Analyst 3 – Leading Public Safety Initiatives and Driving Community Change

Job Summary We are seeking a highly skilled and experienced Justice Reinvestment Program Manager, Operations & Policy Analyst 3 to join our team at the Oregon Criminal Justice Commission (CJC). As a key member of our Programs Team, you will play a critical role in leading multiple statewide grant programs designed to help counties offer community-based interventions as alternatives to incarceration. This is a unique opportunity to influence public safety efforts throughout Oregon, working on initiatives such as prison diversion, community supervision, treatment courts, and services for victims/survivors of crime and culturally responsive services for justice-involved individuals. About the Oregon Criminal Justice Commission The Oregon Criminal Justice Commission (CJC) serves as a centralized and impartial forum for statewide policy development and planning related to public safety. Our mission is to improve the legitimacy, effectiveness, and efficiency of state and local criminal justice systems. We deliver over $100 million in grant funding each biennium to implement and further a range of innovative programs, including prison diversion efforts, treatment courts, restorative justice initiatives, and services for individuals with behavioral health challenges. As the primary research agency for state criminal justice data, we create a unique atmosphere for our team of 35 professionals working to advance public safety in Oregon.

Key Responsibilities

• Provide positive guidance and support to team members in planning and completing grant-related tasks, ensuring successful program implementation and outcomes.
• Work collaboratively with a team to manage grant programs, monitor grant recipients, and report program outcomes in accordance with statutory and regulatory requirements.
• Build and maintain trustworthy relationships with state, local, and non-profit partners statewide, fostering effective communication and collaboration.
• Lead multi-agency committees and workgroups in the evaluation of criminal justice data and program outcomes, driving informed decision-making and policy development.
• Advise organizations on the development and implementation of best practices, promoting evidence-based approaches to public safety.
• Prepare and present data and information to government and community leaders, including the Oregon Legislature, demonstrating expertise and thought leadership.

Requirements and Qualifications Minimum Qualifications:

• A Bachelor's Degree in Business or Public Administration, Behavioral or Social Sciences, or a degree related to the agency program that demonstrates the capacity for the knowledge and skills.
• Four years of experience coordinating and evaluating a program, or any combination of experience or education equivalent to seven years of experience that typically supports the knowledge and skill requirements listed for the classification.

Desired Attributes:

• Experience collaborating with community advocates and government officials on wide-ranging public safety policy or programs.
• Experience leading the evaluation of program data and outcomes, interpreting data and associated visualizations, and presenting findings or trends to general audiences.
• Understanding of risk, need, and responsivity principles related to assessment and treatment.
• Understanding of current issues related to public safety.
