AIRPORT MANAGER (AIRSIDE OPERATIONS)

- Initiates communication with Federal, County, and Local governmental entities, airport vendors, stakeholders and County staff to ensure favorable working relationships among departmental administration, tenants, airport clients and the community.
- Responsible for ensuring compliance with all Federal, State, and Local regulations and ordinances including CFR Part 139, 77, 107, CFR Part 1542, Florida State Statute Chapter 330, NFPA 407, ICAO Annex 14, Broward County Code of Ordinances Chapters 2 and 8.5, Aviation Department and Divisional Standard Operating Procedures (SOPs), and Policy and Procedures.
- Oversees planning of special events on the airfield; plans, coordinates and implements Airside programs to include Vehicle Ramp Access Decal Program, Movement and Non-Movement Driver Training Program, Airport Fueling Program, Safety Management Systems (SMS), and other programs related to Airside Operations.
- Prepares and reviews various emergency plans to include Airport Emergency Plan as required by CFR Part 139, Airport Hurricane Plan, Airport COOP Plan, Aircraft Hardstand Plan, Airport Contagious Disease Plan, and Single Runway Recovery Plan. Prepares, coordinates, and conducts airport emergency drills both table top exercises and live exercises in accordance with CFR Part 139.
- Reports and analyzes data results for all Airside agreements.
- Ensures Broward County Administrative Code of Ordinances are updated to reflect changes in airport rates, charges and policies and procedures related to airside operations.
- Responds to airport emergencies; coordinates emergency response training and update emergency response manuals. Responds to Airport and/or County Emergency Operations Centers (EOC) as required.
- Conducts employee training and development, succession planning, coaching, mentoring, and response to employee issues; prepares employee performance evaluations.
- Provides oversight and management control of special projects, construction, contracts administration, and daily work assignments for office and field personnel; provides regulatory compliance oversight to include the development of policy and procedures to ensure regulatory compliance; interacts with airport stakeholders to build relationships and respond to issues.
- Attends conferences and public and professional meetings.
- Develops, implements and monitors operating budget; prepares annual operating budget and capital improvement submittals; reviews and approves contractor invoices and purchase requests.
- Maintains accurate records of all agreements and maintains benchmark dates.
